Could not load file or assembly 'Microsoft.SqlServer.BatchParser, Version=13.100.0.0

I am attempting to run a build in TFS 2018. We also have SQL Server 2016 installed on the TFS build server. The first project (web project) produces the following error, and I have no idea from where this file is referenced:

WRN: Assembly binding logging is turned OFF.
To enable assembly bind failure logging, set the registry value [HKLM\Software\Microsoft\Fusion!EnableLog] (DWORD) to 1.
Note: There is some performance penalty associated with assembly bind failure logging.
To turn this feature off, remove the registry value [HKLM\Software\Microsoft\Fusion!EnableLog].
