Updates for SQL Express 2016?

Can the Cumultative Updates (CU) be applied to SQL Express?  In particular, I am looking at Cumulative Update package 12 (CU12) (build number: 13.0.5698.0) for Microsoft SQL Server 2016 Service Pack 2 (SP2) to apply to SQL Server Express 2016?  Are there any prerequisite steps to take before running .exe?
